I live in east London. I'm supposed to sign a given document and said that justice "or" commissioner of oaths "must witness my signature and approval.

Call the local court and ask the General Counsel. The judges were JP. Or bring the document (to the court not worry, you do not have to appear in court) or in contact with a judge.
